Performance Max is Google's "all-in-one" campaign type that combines Search, Shopping, Display, YouTube, Discover and Gmail into a single campaign. For South African SMEs, the question is not whether Performance Max works — it does, in the right conditions — but whether the conditions for it actually exist for your business.
This post walks through what Performance Max actually does, when it works, when it doesn't, the data inputs it needs to perform, and the campaign structure that prevents it from cannibalising the Search campaigns most SMEs should be running in parallel.
What Performance Max actually does
Performance Max is a goal-based campaign. You set a conversion goal (a sale, a lead, a store visit) and a budget, and Google's algorithm decides which channel, which audience, which creative combination to serve across all of Google's surfaces. The campaign draws on the advertiser's existing assets — product feed, creatives, audience signals, conversion data — and optimises delivery against the goal.
Three properties are worth understanding before turning it on:
- You do not pick keywords. Performance Max is keyword-less. The algorithm chooses queries based on the landing pages and the conversion data you provide.
- You do not pick placements. YouTube, Display, Discover, Gmail and Search placements are all decided by the algorithm.
- Reporting is aggregate. You see total conversions and total cost, but not the per-query, per-placement breakdown. Performance Max reports surface "best performing surface" at a high level but rarely show the granular data a Search campaign would.
This is the fundamental tradeoff: ease of management versus visibility into what is working.
When Performance Max works for SA SMEs
Performance Max works when the algorithm has enough data to optimise against. The conditions:
- The conversion volume is meaningful. Below 30 conversions per month, the algorithm does not have enough signal to optimise effectively. Performance Max for a store with 5 conversions per month is wasted budget.
- The conversion tracking is clean. Enhanced conversions, server-side tracking where possible, accurate conversion values. A Performance Max campaign with broken conversion tracking will optimise against the wrong signal.
- The product feed is complete. For Shopping-led campaigns, the feed needs GTINs, accurate titles, accurate categories, accurate prices, accurate availability. A weak feed produces weak Shopping performance.
- The creative assets are sufficient. At minimum: 5 headlines, 5 descriptions, 5 long headlines, 5 image assets, 1 video asset. A campaign with 2 headlines and 2 images has nothing for the algorithm to test against.
- The audience signals are useful. Customer match lists, converter segments, lookalikes. The algorithm uses these as starting points, not as targeting.
A South African eCommerce store with R500,000+ monthly revenue, a clean feed, 100+ conversions per month, and a creative refresh process will see Performance Max work. Below those thresholds, the data is too thin and the spend is wasted.
When Performance Max doesn't work
The patterns where Performance Max underperforms for SA SMEs:
- Low conversion volume. Below 30 conversions per month, the algorithm cannot optimise. The campaign burns budget against random signals.
- High-value, low-volume conversions. A B2B service with 3 leads per month at R50,000 each cannot feed Performance Max enough signal. A Search campaign with exact-match keywords and manual bidding will outperform.
- No product feed. Service businesses without an eCommerce feed are forced to run Performance Max on a single landing page. The algorithm has nothing to test.
- No creative refresh process. Performance Max creative fatigue is real. A campaign that has not had its assets refreshed in 90 days will plateau.
- Single-channel businesses. A business that depends entirely on Performance Max with no Search campaign for control has no fallback when Performance Max underperforms.
A useful test: run Performance Max with 20% of total Google Ads budget for 90 days alongside a Search campaign. If Performance Max delivers incremental conversions (i.e. conversions the Search campaign would not have delivered), scale it. If it cannibalises (same conversions, higher spend), pause it.
The data inputs that determine Performance Max success
Five inputs the algorithm needs:
- Conversion tracking with values. Every conversion tracked, ideally with a revenue value. Conversion value is what the algorithm optimises against. A lead worth R5,000 and a lead worth R500 need different bids — Performance Max can only know this if the values are passed back.
- Enhanced conversions. The 2026 baseline for any Google Ads account. Server-side or browser-side hashed first-party data passed back at the conversion event.
- Customer match. A list of past converters uploaded to the account. Audience signal, not targeting — the algorithm uses this as a starting point.
- Product feed (for Shopping). Complete, accurate, refreshed regularly. The feed is the campaign's source of truth for what to advertise.
- Conversion path data. Micro-conversions tracked too — add-to-cart, begin-checkout, qualified-lead. The more signal the algorithm has, the better it optimises.
If any of these five inputs is weak, Performance Max will underperform. The fix is to improve the input, not to add more budget.
Campaign structure: how to run Performance Max without cannibalising Search
The structure we use for SA SME clients running Performance Max alongside Search:
- Search campaign. Exact and phrase match on the 20 to 50 highest-intent commercial queries. Manual bidding or Target ROAS once the account has data. This is the control campaign — the algorithm is the account manager.
- Performance Max campaign. Asset group per product category (for eCommerce) or per service line (for B2B). Shared budget with the Search campaign at 30 to 50% allocated to Performance Max. Negative keyword exclusions where possible (Performance Max supports some exclusions, unlike Display).
- Brand campaign. A separate Search campaign for the brand name. Brand queries should not be in Performance Max — they are the highest-converting queries and need exact control.
- Reporting. Performance Max performance compared to Search performance on a 28-day rolling window. Incremental conversions measured via holdout tests where possible.
The risk pattern is "Performance Max replaces Search." That is the wrong outcome. The right outcome is Performance Max finds the queries and audiences Search would not have reached, while Search maintains control on the queries that matter most.

No. Performance Max complements Search by extending reach to surfaces Search cannot touch (YouTube, Discover, Display). The right pattern is to run both and let each do what it does best.
What is the minimum budget for Performance Max to work?

The catch is that without a feed, the algorithm has less creative variation to test against. Service businesses typically get less incremental lift from Performance Max than eCommerce businesses.
Should Performance Max be on auto-bidding or manual bidding?
